I stayed here for 2 nights in August 2015, whilst en-route to a wedding elsewhere in Romania.
The location (it's on Strada Republici, despite what the address says) is 5-10 mins walk (downhill) into the old centre, and the Botanic Gardens (worth a look, very pretty!) are maybe 2-3 mins walk up the hill.
My room was totally fine, pretty simple, a decent shower and I had no problems with noise etc. It didn't have small extras you might expect like complimentary shower gels etc, but that wasn't really an issue. Staff were helpful when I had any queries. There's a small balcony for guests to use, and a fridge on the landing also. Oh, and free wifi, always a bonus.
The Bistro (set back from the road just behind the hotel entrance) is ideal if you're not wanting to walk anywhere (although they didn't seem to have menus in English - but I had fun with my phrasebook deciphering it!). Breakfast is served in there too - it's your basic buffet: bread, cheese, meat, yoghurt etc. I turned up towards the end and there wasn't much left so maybe it'd have been better if I'd woken up sooner! You can probably get a better breakfast in town.
There's also a little convenience store 2-3 doors up from the hotel which is good for picking up drinks/snacks etc.
Indication of taxi fares - my taxi was approx 10 lei (less than £2) from the train station (and a friends hotel nearby was around 30 lei to the airport so I'd imagine its a similar fare from this one).
