It was indeed a very shocking experience and it seems that Expedia is fully responsible for the terrible experience faced by me in Istanbul.
I was informed by the hotel property that Expedia has booked a room without AC.
It was terribly hot in the room and that I tried contacting Expedia.
Anyhow the property charged me another hefty amount to provide me with an AC room.
Through this review I am also adding that I have sent my concerns to Expedia and am waiting for their reply.
I would share the Expedia response as well.
