My wife and I booked a room in this hotel for a one-night stay to make our trip to Mt. Takao easier the next day. In terms of that, it was fine. Mt. Takao is just two stops away and we were able to get started nice and early thanks to this hotel. The price was good, especially because I booked it last minute. The breakfast buffet was also quite affordable and pretty good (the food was at convenience store quality, but in Japan that means it wasn't bad at all). The staff had some ability to use English and I had some Japanese, so communication was fine, but I am not sure how it would be if you had no Japanese.
However, the room itself was a bit uncomfortable. The pillows are not soft at all and the room was a bit cramped for two people. I have stayed in other budget hotels and the layout of the room was a little better. The hotel is about a ten minute walk from Hachioji station, which isn't too bad, but the area around Hachioji is pretty sketchy at night.
All-in-all, I can recommend this hotel, but there are probably more comfortable places closer to the station.
