Overall, I would stay somewhere else if I were to visit Dresden again.
The hotel's service was lacking. There was no shampoo, conditioner, and body soap in my room. I asked at the front desk if they had any. The bespectacled receptionist opened a drawer under the desk and gave me shampoo and body lotion and said, "We have no conditioner and body soap. Is it okay?" It wasn't, so I asked if she could ask the cleaning staff. She called but told me they didn't have any, either. I stayed there for two nights without conditioner and body soap. They didn't even try to bring them to me later, which I found very odd. Not that those things were absolutely necessary, but it was nevertheless inconvenient not to have them.
Rooms: My room at Penck Hotel Dresden was spacious and comfortable. It was adequate, if not outstanding. The small sink countertop was somewhat inconvenient, but it wasn't a big deal.
Walkability: The hotel is pretty close to Dresden Mitte station, which can be convenient when you go out of town by train, but you need to take the local train to HBF or Dresden Neustadt to catch express trains. Somewhere closer to main tourist attractions would probably give you a better experience of Dresden.
Food & drinks: The location of the hotel looked good on the map because of its proximity to Zwinger, but I didn't realize that there were very few dining options around the hotel. There was a substandard Sushi restaurant in front of the hotel, and that's pretty much it. You need
