I chose this hotel because I wanted to be close to the centre of town, it had adequate ratings (generally over 8 & proudly displayed in reception), and was offering a significant discount from its standard price. I made a grave mistake.
The hotel is like a time warp back to the 1960s. The place has not been renovated for decades. My room was ancient with old decorations, carpets and furniture. The windows are single glazed with a poorly fitting sliding opening so, given there is no heating in the rooms, it was very cold overnight because nights are cold in Toluca due to the altitude (certainly in November). The bedspreads (no duvets here) were dirty and threadbare the sheets were well used and the towels were old, sometimes with holes or frayed edges. The bathroom (again ~1960s),was dirty with mould on the grout and celling - hardly surprising with no extractor fan or window and the water kept running after the toilet was flushed as there was a faulty flushing mechanism.
Service at the front desk was minimal and whilst a breakfast (small choice), was available in a 'restaurant' area it was at an extra charge as it appeared to be run as a separate business (you could drop a tip into a canister by the till but before I reached the exit from the 'restaurant (~20 metres), I heard them opening the tin to retrieve the cash.
There is absolutely nothing to recommend about this hotel and the selection in Toluca includes plenty of modern hotels (though not so many in the centre).
