I stayed at Hotel Washington twice within five days, and found big differences between my first and second stays. First time, I was put in a room on the fourth floor that was clean, but a bit dingy -- wallpaper was cracking, for instance, and the heating unit was not working on a very cold night. Second time, I was put in a bright, handsome room where everything worked. Apparently, the upper floors get less traffic and, as a result, less attention. Ask for a room on the lower floor.
